To create a custom tab with your own content, you'll need to use either an html app that lets you custom design it with code, or use one of the many template or drag and drop options.
I've put together a list of free apps that you can use. These companies offer some options for free, but if you upgrade to paid versions you'll get even more options.
6 Free Facebook Apps to Install on Your Facebook Page
This suite of apps has templates that you can easily edit. It reminds me of the templates that a lot of email marketing services provide - they look pretty and you can add text and photos to customize it.
On the free plan, you can add a tab with a map, a contact form or just custom design a page. The free account only allows you to create one tab.
For more than one tab (up to 3 tabs), you'll need to upgrade to a paid account which starts at about $6 a month (they have a lot of special offers, so you might get it for less). The paid account also gives you access to nicer templates, coupons and a like gate option.
Woobox may be my new favorite Facebook app. I just started working with it the other day and it has a lot of great features!
The free plan actually has a lot of features. You can create a custom tab with a like gate, add a Pinterest tab with your Pinterest boards and even have a coupon tab.
If you want to use their Sweepstakes app, the monthly fee is only $29. For the price, their Sweepstakes app offers a lot. I suggest checking them out if you are considering having a contest on your Facebook Page.
Involver: Involver has a free html app you can install to do a custom design on your own. In addition to the free html app, the other free apps from Involver include options to bring in your YouTube Channel, Twitter or Flickr accounts to a tab. Install the free apps from Involver Update: Following Oracle's acquisition of Involver in July 2012, the Oracle Social Team announced that all of the free applications within Invovler will no longer be available after July 2013. Users who relied on the free apps are encouraged to explore other options like Offerpop.
Lujure is a drag and drop design option - which is great if you don't have design skills or a designer on staff. It's a snap to design your own tab by adding photos, text, html and even a like gate.
One tab is free, and if you want more than 1 tab, you'll need to upgrade to their paid account which is $30 per month. Update: Lujure has since been acquired by Heyo.com and has removed its free tab option. The service now offers a 7-day free trial, with subscriptions starting at $25 per month.
5. Static HTML iFrame Tabs:
With a huge following on Facebook, Static HTML: iFrame Tabs is one of the largest providers of custom tabs on Facebook. This free app makes it easy to bring custom tabs to your Page and offers fast online support through their Facebook page.
GroSocial offers Customizer, a drag and drop designer. They don't have a free option, only a 30-day free trial. The paid version is only $19.95 a month.
If you are looking to upgrade to something with more features, Customizer is a nice option for the price. The templates are clean looking and it's very simple to update.
Besides creating custom tabs, they also have tabs for photo contests and promotions (sweepstakes). For the price, this is a nice option for running your own Facebook contest.

Which to Choose?
If you are just starting out and have no design experience, go with one of the templates or drag and drop options.
I know that you were probably excited about the prospect of using a free app, but a word of caution. If you are planning on doing anything more complex, you'll probably have to upgrade to the paid apps or go for the html version (which will require html knowledge). But if you are using a custom tab to generate more leads or sales, that extra $20 or $30 a month will be well worth it! (Tweet this tip)
